On Oct. 23, 1962, President John F. Kennedy signed the Proclamation for Interdiction of the Delivery of Offensive Weapons to Cuba, or the Cuba Quarantine, in the midst of the scariest 13 days of the cold war. With a letter from the Soviet premier, Nikita Khrushchev, the next day warning that the blockade constituted an act of aggression, the crisis seemed to escalate.
